Well, there are several ways to get the word out to tell people that
you exist.
1. Submit your site to directories
2. Post links on other sites
3. Have your site appear in search engines

Now, the reality is that to have any significant traffic, you need to do all three of these. They are all inter-related from the perspective of SEO.
